The Philippine Coast Guard (PCG)
The Philippine Coast Guard (PCG) has the duty and the authority to conduct vessel inspections including all foreign-flagged vessels for the promotion of safety of life and property at sea, control and prevention of marine pollution and verification of compliance with the minimum standards of training and social condition of officers and crew on board the ships.
During the inspection, the PCG should assess if the ship and/or crew will be able to navigate safely. One of the common issues is the proper use of ECDIS.
Taking the initiative, LCDR Eugene Federico PCG coordinated with Capt. Levy A. Capayas, the Managing Director of Epsilon Maritime Services Inc, to hold an ECDIS familiarization for members of PCG inspection team. The ECDIS familiarization aims to further increase the knowledge of the PCG inspection team to verify that navigators can use and understand ECDIS in the context of safe navigation and can demonstrate the competencies contained in and implied by STCW 2010.
The ECDIS familiarization was held in Veritas Maritime Training Center Inc. which is one of the leading ECDIS Type Specific Training providers in the Philippines. Having a simulator incorporated with actual ECDIS equipment being used onboard, participants were familiarized on how to assess navigators in relation to ECDIS.
